WATER & WASTEWATER SERVICES, GEORGE WEST, TEXAS

Since 1992, OTHON has served in the role as the City Engineer for the City of George West.  Initially, OTHON was selected by the City to assist with developing various infrastructure needs under grants obtained from the United States Economic Development Agency and Texas Department of Housing and Urban Development. Much of the City’s records were inaccurate and out-of-date, requiring extensive field reconnaissance to verify existing field conditions. OTHON has since assisted George West with a series of successful federal and state grant applications contributing to over $4 million of water and wastewater improvements throughout the city. Working closely with City office and field personnel to maximize effort, many projects have been completed on “fast-track” schedules with limited funding. 

One of the major challenges the city faced involved non-compliance with Texas Commission on Environmental Quality regulations.  In order to achieve compliance, OTHON conducted a Sanitary Sewer Evaluation Survey and recommended a series of improvements to address TCEQ violations and the City’s water and wastewater needs, including providing new service to economically depressed areas.  Additional improvements included the following:

Wastewater Projects

  • Sanitary Sewer Evaluation Study
  • Wastewater Treatment Plant Expansion & Upgrade (doubled capacity) - Expansion of the wastewater treatment plant from 0.25 to 0.50 mgd Improvements to the treatment plant included construction of new oxidation ditch; 32-foot-diameter clarifier with sludge pump; manual bar screen structure; grit separator with grit pump; sludge drying beds, and diversion box structure; modifications to existing chlorine contact chamber; and new yard piping, as well as, site work.  The plant achieves “zero” discharge using all treated effluent for irrigation purposes in adjacent fields.
  • Northern & Southern Collectors & Pump Station - Design and construction of a new 0.45-mgd wastewater pump station and over 15,000 lf of 6- to 10-inch sanitary sewer. Engineering services included traffic control plans, analysis of alternatives, tunneling design, and construction cost estimates. Involved substantial coordination with TxDOT for a utility crossing and usage of TxDOT rights-of-way at US 59 and US 281.

Water Projects

  • Water Plant No. 4 - New 0.6-mgd water plant featuring water well, hydropneumatic tank, ground storage tanks, booster pumps, reverse osmosis treatment skid, and related appurtenances. Conducted planning study to identify the needs of the city resulting in the design of new 500-gpd water well site.  The booster pump station featured chlorination injection units with 150,000-gallon ground storage and 11,000-gallon hydro-pneumatic tanks. OTHON calculated required flows and storage to meet TCEQ requirements.  Peak daily flows were calculated to support the proposed design. New 500-gpm water well plant with a 250,000-gallon tank and related infrastructure including a reverse osmosis treatment system
  • Secondary Reverse Osmosis Treatment for Water Treatment Plant No. 4 (Two Phases)
  • New Groundwater Storage Tank for WW No. 3
  • Tank Rehabilitation at WW No. 3
  • Water Supervisory Control & Data Acquisition (SCADA) System

Services provided included project scoping and management, design, subconsultant coordination, cost estimating, scheduling, permit coordination, and construction phase services.
